With the main goal to develop new knowledge and tools that lead to better health for the poor and vulnerable through more effective communicable disease control, the the UK Department for International Development (DFID) is creating a research programme called The TARGETS Consortium
The TARGETS Consortium works to protect human, civic and patients' rights of people living with HIV. Work to improve their quality of life, the fight for universal access to treatment, care and support for HIV.

Among the main goals of the consortium is actively involved in all aspects of government's policy in relation to people living with HIV and reduce the damage of the AIDS epidemic in the country.

Over the years, the TARGETS Consortium carries out various projects, such as the agreement with the Ministry of Health, "Improving the quality of life of people living with HIV / AIDS, ensuring universal access to treatment, care and support" Programme "Prevention and Control of HIV / AIDS, the Global Fund to Fight AIDS, Tuberculosis and Malaria. Under this program, the Foundation maintains an advisory cabinet for people living with HIV in the city. In the office you can get information and advice on antiretroviral treatment, assistance to obtain medical care, help from a social worker and a lawyer, as well as psychological counseling. In the office also has educational materials that cover a wide range of informational aspects of the disease and life with him.
